It depends on what you plan to use it for. It is a niche armor, but it can be effective in those niche situations; not crazy powerful but effective. I wouldn't even say it is BIS anywhere; except for the Helms insane mage def. But it does give a huge accuracy bonus which can be useful against some bosses; for example, you can use it as a budget ...
