If you approach a clan that already got a town or castle in their current kingdom they will usually give you the finger. I think your strenght vs their current kingdom's strenght have some impact as well.
My strategy is usually: wait till somebody else declares war on your enermy and peace out. I wanted to get Trade to 300 and *buy* my own kingdom, but I can't do that before the main quest timer expires. You can still make your own kingdom after the "main quest" expires. Yeah, the only nobles to create armies in my playthrough are ones that have fiefs atm. I'm not sure if you can donare them troops directly, while they are not in an army, but maybe try to donate troops to their fiefs, if they have any. Maybe they are putting troops into their fiefs and thus struggle building a party.
